how can you tell, the image isnt clear at all, and judging by the shade, i have a hard time believing it's anything other than an actual person, it seems to be moving quite fluently.

I took this movie on my vacation in the historical fishing town in Chincoteague, Virginia. If you look under the umbrella next to the soda machine there seems to be a man or boy with old commercial fishing outfit and boots on.
