Well Jane, 4 seconds is enough time for things or people to move around before the shutter closes. Not sure if someone did this intentionally or it was a mistake. My verdict of course is my opinion and I say no paranormal activity.

4 seconds, wow. Lots could happen in that long exposure time. Looks like motion blur to me.
